Garden waste and a waste of time and money

• I AM disabled and permanently in a wheelchair.
I have had the most ridiculous experience arranging collection of 45 bags of garden clippings, produced by a gardener pruning my climbers.
I was read a list of things that can and cannot be counted as garden waste. I explained it is all clippings from pruning climbers like wisteria and clematis.
Are there any branches or logs, I was asked. I explained everything had been cut with secateurs and, by definition, that excludes any logs or branches.
Was I sure about that? Could I look in the bags to be certain? I explained again that I am in a wheelchair.
The maximum number is 20 bin bags, so I tried to book two collections for the same day. That is not allowed. I have to book one collection of the first 20 bags.
There is a three-week waiting list. The day after they are collected I then have to book a second collection of 20 bags which will be collected three weeks after that.
Getting the final five bags collected will cost £25.
