The pre-paid envelope enclosed, if used, would be delivered to an address in Warrington, Cheshire. Has the borough moved north without my realising it?

I am all in favour for our levelling up, jobs for folk up north and all that. However, should we not first ensure there are jobs for those who cast a vote in the borough with all aspects of electoral registration being undertaken in the borough?
