Why did the council meet in secret on the issue of adopting the controversial definition of anti-Semitism?

• THE Jewish Chronicle reports that Camden Council held a secret meeting on October 24 to review its controversial adoption of the International Holocaust Remembrance Alliance definition of anti-Semitism.
This definition has excited much criticism as it is felt it could inhibit free speech. When the council adopted it six months ago it promised a review at the end of October to assess its impact.
People in the borough have been working towards making representations to this consultation and now find it has been held already and in secret. Why?
