Really? What a waste of money. Maybe this would be better spent not charging people a yearly fee for collection of their garden waste (which starts as part of the new system in April)?

There are many people on low incomes who don’t have transport to take this to the recycling centre and don’t need yet another bill in their lives. Not everyone with access to a garden is rich.
