Can doing the lottery really be considered an essential service?

I have often seen queues building up in Tesco while customers deal with lottery cards. Can this really be considered an essential service?

More essential than restaurants with proper distancing measures in place, providing proper hot meals to people who, for one reason or other, cannot do so themselves?
